About Jamel

Jamel Harling brings twenty-five years of leadership experience, including more than ten years in executive management, to her work as an Organizational Ombuds.

She spent twelve years as a senior executive and seven years as the in-house Ombuds for the Office of the Director of National Intelligence, serving high-profile clients across the U.S. Intelligence Community.

Jamel is recognized for her strategic leadership, organizational guidance, and ability to help leaders and organizations navigate workplace complexity, conflict, and change constructively.

Leadership & Organizational Impact

During her tenure at the Office of the Director of National Intelligence, Jamel launched and oversaw the Alternative Dispute Resolution program, creating a Mediator Corps to effectively resolve workplace conflicts.

She also led the Workforce Resilience program, focused on identifying mutually beneficial outcomes for both organizations and employees.

As leader of the Intelligence Community Ombuds Forum, she worked with federal ombuds from nineteen agencies supporting a workforce of more than 100,000 employees.

Jamel also founded the Alliance for Intelligence Community Resilience, which developed the “IC Resilience Gold Standard,” a framework designed to help organizations strengthen workforce adaptability and resilience during change.

Her experience spans executive leadership, civil liberties and privacy, security clearance reform, workforce resilience, and organizational effectiveness.

Today, she provides ombuds services, executive coaching, and leadership advisory support to public and private sector organizations across local, state, and federal government, as well as multinational corporations.
