Billy Struemke is a Certified Organizational Ombuds Practitioner (CO-OP®), mediator, attorney, and higher education ombuds. He serves as the College Ombuds for Montgomery College and as an organizational ombuds with MWI, where he helps visitors think through conflict, clarify options, and seek informal resolution in a confidential, impartial, independent, and informal setting.

Billy’s path to ombuds work grew out of a broader career in law, mediation, education, and military leadership. For more than a decade, he has provided ombuds, mediation, and informal conflict-resolution services, drawing on over 30 years of experience in institutions where trust, judgment, communication, and clear process matter. His professional background includes work as a juvenile prosecutor, attorney-mediator, court-connected mediator, educator, military officer, and leadership instructor.

Billy holds an LL.M. in International Commercial Arbitration with an emphasis in Mediation from Pepperdine Caruso School of Law, a J.D. with a certificate in Law and Government from Widener University School of Law, and a B.A. in Political Science from Colorado State University. His ombuds practice is further strengthened by formal training through the International Ombuds Association and by earning the Certified Organizational Ombuds Practitioner credential in 2024.

In addition to his civilian work, Billy has served in the Army National Guard and U.S. Army Reserve since 1994 and currently serves as a Lieutenant Colonel and field-grade leadership instructor. Outside his professional work, Billy is active at St. Bernadette’s Church and helped found St. Anthony’s Catholic Homeschool Cooperative. Having lived in the Middle East, Europe, and across the United States, he brings broad perspective, steady judgment, and a grounded appreciation for the fact that every conflict has a story behind it—and that people often need help finding the next right step.
